Gabriel is a licensed professional civil engineer and coastal oceanographer with seven years of experience. He specializes in hydrodynamics, sediment transport, and coastal and ocean engineering. His experience includes the analysis of metocean, coastal, and estuarine processes; numerical modeling of waves, ocean currents, and tides; wave runup and overtopping; extreme value analysis; design of coastal protection solutions; shoreline erosion mitigation; wave and tidal energy analysis; offshore wind energy assessments and cable landfall studies; and particle trajectory modeling.
Gabriel has served as a subject matter expert on wave energy resource assessment as part of the US delegation to the International Electrotechnical Commission since 2019. He graduated with an MS and PhD in coastal engineering from Oregon State University and a BS in civil engineering from the Universidad de Puerto Rico – Mayagüez.
